Project Background
In order to comply with the Los Angeles Regional Water Quality Control Board’s Municipal Separate Storm Sewer System Permit (Order No R4-2012-0175) and the Marina del Rey Enhanced Watershed Management Program Plan, the City is proposing the Washington Boulevard Stormwater and Urban Runoff Project.
Approximately 40 acres of the City of Culver City jurisdiction is within 1,409 acres of the Marina del Rey Watershed with our City’s stormwater runoff draining directly into the Marina del Rey Harbor. The goal of the Project is to reduce the pollutants from reaching the Marina del Rey Harbor and our beaches through the discharge of stormwater and dry-weather runoff.
The Project will divert stormwater and urban runoff before it enters the storm drain system. The diverted stormwater will then be stored in underground sealed storage tank on Glencoe Ave. The diverted runoff/stormwater will then be treated with an inline ultraviolet (UV) treatment system. The treated stormwater will then be conveyed back to the storm drain system. Also, a portion of the treated storm water will be utilized for landscape irrigation at 7 city medians along Washington Blvd from Glencoe Ave to Beethoven St. The project will reduce pollutants from reaching Marina Del Rey Harbor and beaches and contribute water supply conservation
Project Details
Project Components
The Project proposes to construct concrete underground chambers for runoff storage and treatment components under the sidewalk along the west side of Glencoe Avenue between Washington Boulevard and Zanja Street. Piping and other smaller structures will be constructed on Washington Boulevard between the Walnut Avenue and Glencoe Avenue.
The underground chambers along Glencoe Avenue will be constructed on the westside of the street. This work will result in a temporary loss of street parking along portions of east and westside of Glencoe Avenue and temporarily limit the direction of traffic to one direction. The work on Glencoe Avenue will be phased so that street parking on southern or northern half of the street can be available for residents during the construction.
Project Status
The project is currently in the design phase. The design is anticipated to be completed in Fall 2024. The city is planning advertising the project for construction by the end of 2024. The construction is anticipated to start in Winter 2025 and construction to end in Fall 2025 with a construction duration of 9-12 months.
Pursuant to the California Environmental Quality Act (CEQA) guidelines, an Initial Study (IS) determined that the project will not have a significant adverse impact on the environment with mitigation incorporation. A Mitigated Negative Declaration (MND) finding is adequate.
