About

Culver City is beginning the process to develop the Hayden Tract Specific Plan. This plan will build upon the adopted General Plan 2045 policies for the Hayden Tract. 

The Hayden Tract has a unique charm due to its rich industrial history and artistic community. The plan will guide redevelopment of the Hayden Tract from an industrial area into a vibrant, transit-oriented mixed use enclave. Its location between two Metro E Line stations, proximity to the Ballona Creek Bike Path, and nearby activity centers make it a prime opportunity to make multi-family housing a reality to support the creative economy that is flourishing in the tract and nearby. The plan development process is estimated to last through Summer 2026 and will include extensive outreach and community participation activities. 

Overall Project Objectives

  • Guide new development to seamlessly integrate residential, commercial, and mixed use into this previous industrial area. 
  • Create development standards that continue to grow the creative office and arts development that gives the Hayden Tract its unique draw.
  • Craft a mobility concept to create a walkable and accessible neighborhood with access to various modes of transportation, connecting the Hayden Tract to the rest of the city and wider region.

Project Timeline

Winter 2025

Project Kickoff & Preliminary Research
The project team is documenting existing conditions and City-adopted plans to understand how to best implement General Plan goals while drafting the Specific Plan’s policies and regulations. During this time, the project team will start stakeholder conversations to learn about their experiences and priorities.

Spring 2025

Initial Concepts
The project team will begin initial massing and visualizations to study conceptual alternatives for standards like maximum height, the number of dwelling units and commercial spaces permitted on a lot, and other standards. These alternatives, along with existing conditions information, will be shared at the first community open house in March and Planning Commission and City Council study sessions in April. The team will seek initial input to define a preferred alternative.

Summer 2025

Preferred Concept + Vision

The project team will create a high-level concept that best aligns with General Plan principles, project goals, community input, the City’s long-term priorities, and feasibility. The concept will include potential allowable land uses and building standards approaches, as well as public realm, open space, and mobility improvement ideas. The team will also develop a draft vision for the Tract. These will be shared at a public workshop for input in July.

Fall 2025

Preferred Concept Preliminary Policies & Standards
The project team will prepare preliminary development standards, policies, and public realm requirements and improvements. These will be shared at a community workshop, followed by Planning Commission and City Council study sessions in October/November. The workshop and study sessions will allow the team to incorporate feedback before the Draft Specific Plan is developed.

Winter 2026

Start Environmental Review, Draft Plan
The environmental review process will start, and the project team will create a Draft Specific Plan. The Draft Plan will be shared at a public workshop before the Planning Commission and City Council considers it.

Spring 2026

Finish Environmental Review, Finish & Adopt Plan
The environmental review process will wrap up and the Specific Plan will be revised to incorporate feedback from the prior workshop. The Specific Plan will be considered for recommendation by the Planning Commission in October and adoption by the City Council in November.

*Environmental review not anticipated to require a public review period.

Kickoff Open House - March 18, 2025 at 6:00pm

Veterans Memorial Building Garden Room, 4117 Overland Avenue, Culver City, CA 90230

The city held a community open house for the launch of two new neighborhood plans. The meeting began with a brief presentation, followed by an open house with the opportunity to meet the project teams and give feedback on initial ideas for the neighborhoods based on the adopted General Plan 2045.
