Culver City Housing Authority Housing Opportunity through Modernization Act of 2016 National Standards for the Physical Inspection of Real Estate

Dear Property Owner or Program Participant:

You are receiving this letter because you are a property owner or a program participant in the Culver City Housing Authority’s (CCHA’s) Section 8 Housing Choice Voucher (HCV) rental assistance program.  As a voucher HCV participant or participating property owner, you can provide direct feedback on policies set by the CCHA related to HCV program. 

For Fiscal Year 2024-25, CCHA plans to implement policy changes derived from the US Department of Housing and Urban Development (HUD) required implementation of the Housing Opportunity through Modernization Act of 2016 (HOTMA) and is providing notice of the adoption for the HUD-required National Standards for the Physical Inspection of Real Estate (NSPIRE) inspection protocols.

Under HOTMA, Public Housing Agencies (PHAs) like the CCHA to make changes to the way the Section 8 HCV Program calculates income and income deductions, including Project-Based Vouchers (PBV). The rule aims to align the HCV Program with industry standards by considering cost-of-living adjustments based on current economic circumstances.  The draft Section 8 HCV Administrative Plan which details the HOTMA changes is available for review at the CCHA office located at 9770 Culver Blvd., Culver City, CA 90232.  

In addition to HOTMA, effective October 1, 2025, the CCHA will begin conducting housing inspections based on the HUD mandated NSPIRE guidelines. This new method for inspecting and assessing HUD-assisted housing ensures that residents live in safe, habitable homes. It also guarantees that the items, both inside and outside of the unit, are functionally adequate, operational, and free of health and safety hazards.

The CCHA will also implement the NSPIRE standards for carbon monoxide detectors and smoke alarms to comply with congressional mandates. These changes will take effect on December 29, 2024, requiring all smoke alarms be either hard wired or sealed, 10-year battery devices. The NSPIRE Smoke Alarm standard reflects current National Fire Protection Association (NFPA 72) standards.
