Apply for an Entitlement Project

If you are submitting a request for a Preliminary Project Review or PPR, this is the right place to begin.  

Preliminary Project Review is a request for a preliminary review of a proposed conceptual site plan for a development.  It is an opportunity for applicants to discuss and obtain information from the various City divisions who will be reviewing the development proposal before spending resources on finalizing the design of the project.

 

Online

Step 1. Gather your information

  • Please refer to the Application Submittal Check List provided by your Case Planner
  • PRC/PPR Meeting - Provide  Meeting date

Fill out and submit the Preliminary Project Review Application.

Step 4.Submit Payment

After you submit your application, usually within 1-2 business days,  you will receive an email with a link to pay for your application.

Step 5.We'll Respond via Email

Once payment is received, the Current Planning Division, will review your application which will take 3-4 weeks to process. The assigned Planner will reach out via email with further instructions. 

- If you were assigned a Case Planner prior to submittal, please let that person know that you have submitted your PPR online. 

PLEASE NOTE:  Upon completion of the PPR process, all departmental comments received from the City, which will be required at the time of discretionary application submittal, will expire six (6) months from the date of the Project Review Committee (PRC) meeting.  A written request for time extension, up to a maximum time of six (6) additional months, can be submitted to and approved by the Planning Division if needed.

In Person

Step 1.Gather your information

  • Community Meeting - Provide Community Meeting Date
  • Four folded copies ( two 24” x 36” and two 11” x 17”) of the proposed project’s conceptual site plan shall be submitted with this request, along with the applicable review fee. The project’s floor plans and elevations can also be submitted if available. 

  • Conceptual site plan shall be drawn to scale, and shall include the following information:

  • North arrow and scale bar

  • Assessor’s Parcel Number(s) and property legal description

  • Site property lines (including interior lot lines), clearly identified

  • City limits (if property is adjacent to another jurisdiction)

  • Building footprint(s), including setbacks from property lines

  • Existing & proposed public improvements

  • Proposed landscaped areas

  • Vehicular circulation (access points, driveways/aisles)

  • Proposed parking areas

  • Parking lot layout, including number & type of parking spaces provided (include tabulation) 

PLANS THAT DO NOT INCLUDE THE ABOVE INFORMATION WILL BE CONSIDERED INCOMPLETE AND WILL NOT BE ACCEPTED.

Step 3.Bring documents to Current Planning 

Submit your Preliminary Project Review application with the above referenced plans and payment to the Planner on Duty. 

  • IN ADDITION: a digital set of the plans that includes color elevations and site plans, and a digital set of all other PPR materials,  will need to be emailed once your project is assigned to a Case Planner.

The Planner will review your application, which will take 3-4 weeks to process. You will be contacted by email with further instructions.
