You need a Wireless Utility Encroachment Permit

Step 1.Schedule a Pre-Application Meeting

  • Although not required, you are encouraged to schedule a pre-application meeting in advance of submitting your application
  • At the pre-application meeting, staff will review submission requirements and provide guidance for completing your application
  • Contact Public Works Department - Engineering Division at (310) 253-5600 to schedule a pre-application meeting

Step 3.Complete Wireless Utility Application

The following additional documents are required if you are attaching a small cell site to a City-owned streetlight or traffic signal and need a Wireless Utility Encroachment Permit.

Step 4.Schedule Appointment to Submit Application

  • Application and all required documents must be submitted to the 2nd floor Engineering counter at City Hall
  • Contact Public Works Department - Engineering Division at (310) 253-5600 to schedule an application meeting

Appointments are available Mondays or Tuesdays during normal business hours

Step 5.Pay Application & Permit Fees

  • $2,849 for a combined application/permit, due upon submission of your application for a LADWP/SCE Pole Attachment
  • $3,429 for a combined application/permit, due upon submission of your application for a New Stand-Alone or City-Owned Pole Attachment

Does the streetlight pole I want to use already have a small cell site installed upon it?

Refer to the Streetlight / Traffic Signal Location Map. The SCS Status field will indicate if it is vacant.

Useful tips when using theStreetlight Inventory

  • Zoom in until you see the streetlight/traffic signals on the map.
  • To find out detailed information about a particular streetlight/traffic signal, click upon the square (acorn) or round (cobra head) green dots. Then click on the right-facing arrow to view a window containing its assigned number, GPS coordinates, small cell site status, type, etc.
  • Click upon each of the icons located on the top left-hand side to find out what they do and don’t forget to click on the Attribute Table tab located at the very bottom/center of the page to see a matrix of information for all the streetlights/traffic signals that are displayed on the screen at any given time.
