Homeless Reporting Dashboard Glossary
Homeless Management Information System (HMIS) – is a local information technology system used to collect client-level data and data on the provision of housing and services to individuals and families at risk of and experiencing homelessness.
Housing and Urban Development (HUD) (Federal) – The US Department of Housing and Urban Development is the federal agencies responsible for administering federal government programs designed to support local homelessness and housing programs.
Motel Master Leasing (MML) – an innovative program that offers individuals experiencing homelessness temporary interim housing at privately owned-operated motels.
Shelter – to provide emergency housing assistance to unhoused individuals at a City or partner-run facility.
Interim Housing – to provide intermediate assistance to unhoused individuals at a City or partner-run facility.
Permanent Housing – permanent housing includes market rate or subsidized housing without a designated length of stay.
Point-in-Time (PIT) Count – a community survey of the number of people experiencing homeless at specific time each year.
Project Homekey – a 73-unit city owned housing facility providing 38-units for interim housing and 35 units for permanent supportive housing.
Wellness Village – a 20-unit outdoor facility for interim housing to eliminate encampments and provide greater access to resources.
Time Unhoused – the length of a time an individual was unhoused measured in months.
Engagement – the provision or offer of service to an individual.
Placement – the act of locating and providing housing to an individual.
Encampment – an encampment is defined as three or more unhoused individuals cohabitating outdoors in a centralized location.
Camp Facility – The use of, settling, fixing in place, setting up, storing, locating, or leaving behind in a prohibited public place any or a combination of the following: tents, huts, other temporary physical shelters, cots, beds, or hammocks. Camp Facility does not include sleeping bags, blankets, pillows and/or similar bedding used while sleeping.
Assessment – the review of an individual’s service needs and matching them to available resources. It may include housing, healthcare, or mental health among other needs.
Cost – the total amount of dollars spent on an activity.
Healthcare – on-site medical treatment for various ailments including wound care, bandages, medication, hygiene, and other healthcare needs.
Case Management – the periodic review of progress of an individual’s support services to optimize goals and outcomes.
Law Enforcement Diversion Rate – the ratio of total calls for services to law enforcement diverted to the Mobile Crisis Unit to provide non-law enforcement crisis intervention, expressed as a percentage.
Occupancy Rate – the ratio of utilized spaces to the total amount of available spaces, expressed as a percentage.
Mental Health Hold – the involuntary custody of an individual demonstrating a mental illness who are determined by a law enforcement officer or mental health professional to pose a danger to themselves, a danger to others, or are gravely disabled.
Stable Resolution – the successful resolution of a call for service to the Mobile Crisis Team related to an individual experiencing a mental health crisis, an unhoused individual, a welfare check, or other types of calls for service received.
Laundry Service – the total number of loads of laundry (e.g. clothing cleaning services) by a contract service provider.
Linen Service – the total number of linen services provided by a contract services provider.
Voluntary Exit – when an individual chooses to leave a City sponsored housing program or facility.
Involuntary Exit – when an individual is administratively removed from a City housing program or facility. Deceased individuals are included in this definition.
DEPARTMENTS:
City Manager’s Office (CMO) – the Culver City City Manager’s Office provides overall administrative review and support to the City’s housing and homeless services programs and services.
Housing and Human Services Department (HHS) – the Culver City Housing and Human Services Department is the lead department responsible for the day-to-day administration of the City’s housing and homeless services programs.
Mobile Crisis Team (MCT) – the Culver City Mobile Crisis Unit (MCT) provides a non-law enforcement, crisis intervention response to engage with individuals experiencing a mental health or substance abuse episode.
Culver City Fire Department (CCFD) – the Culver City Fire Department provides emergency medical services to individual experiencing homelessness.
Culver City Police Department (CCPD) – the Culver City Police Department ensures the safety of the general public and the unhoused population.
Public Works Department (PW) – the Culver City Public Works Department provides sanitation services for encampment clean-up efforts.
PARTNER AGENCIES:
Los Angeles Homeless Services Authority (LAHSA) – is the lead agency in the Los Angeles Continuum of Care, which is the regional planning body that coordinates housing and services for homeless families and individuals in Los Angeles County.
