Review the Final Guidelines(PDF, 107MB)

The Final Draft reflects extensive updates and revisions as a result of public feedback received during the first public comment period for the Standards, which ran from September 30, 2024, through November 29, 2024. Updates include:

  • Addition of sections dedicated to intersection design, ranging from conventional intersections to protected (Dutch) intersections.
  • Design elements previously categorized as "Optional" are now called "Context-Dependent" for clarity.
  • Addition of sections dedicated to the design of General Plan-designated Transit Priority Corridors and Active Transportation Corridors
  • Expansion of the design elements in Chapter 3 to provide greater detail on these "building blocks" that make up a Complete Street.
  • Expansion of the implementation plan in Chapter 4 to provide the public with a better understanding on how Complete Street projects will be implemented.
  • Updated graphics and formatting throughout.
