Vision + Test (Winter– Spring 2025)
Project Kickoff + Community Priorities
The project team is documenting existing conditions and reviewing City-adopted plans including the General Plan goals and policies for Fox Hills. During this time, the project team will start stakeholder conversations and launch a community survey to learn about community priorities and preferences which will also inform the Specific Plan’s regulations.
Initial Concepts
The project team will create diagrams to study concepts for the neighborhood and new development set forth in the General Plan. The studies will test development regulations and new infrastructure to shape the character of the neighborhood. These studies, along with existing conditions information, will be shared at the first community open house in March and Planning Commission and City Council study sessions in April to seek initial input.
Select (Summer 2025)
Preferred Concepts
The project team will build on feedback received and technical studies to create a vision and neighborhood framework plan for Fox Hills, along with refined guiding principles, concepts for opportunity areas, public realm enhancements, infrastructure considerations, and ideas for community benefits. These will be shared at a public workshop in July. Input from the workshop will inform the overall vision and selection of preferred concepts and policies for the neighborhood.
Refine + Review (Fall 2025 – Winter 2026)
Preliminary Policies & Standards
The project team will prepare preliminary development standards, implementation policies, and public realm requirements and improvements. These will be shared at a community pop-up and online for public viewing and input, following by Planning Commission and City Council study sessions in October/November. The pop-up and study sessions will allow the team to incorporate feedback into the Draft Specific Plan. The Draft Plan will be available for community viewing at a public open house in Winter 2026.
Start Environmental Analysis + Draft Plan
The environmental analysis process will start, and the project team will create a Draft Specific Plan. The Draft Plan will be shared at a public workshop before it is considered by the Planning Commission and City Council.
Adopt (Spring 2026)
Finish Environmental Review, Finish & Adopt Plan
The environmental analysis process will wrap up and the Specific Plan will be revised to incorporate any final feedback. The Specific Plan will be considered for recommendation by the Planning Commission and adoption by the City Council in March/April.
