The Planning and Development Department is responsible for guiding, monitoring, and facilitating land use development within Culver City. The three divisions that make up the Department include: Current Planning, Advanced Planning and Building & Safety.

Adopted Plans
The Housing Element’s purpose is to identify the City’s housing needs and outline goals, policies, and programs to address them. The Housing Element is an eight-year plan, extending from October 15, 2021, through October 15, 2029. The California Department of Housing and Community Development (HCD) approved the Housing Element on October 10, 2022.(PDF, 153KB)
2021-2029 Housing Element
The Housing Element will primarily address these issues: 1) Preserving and improving the existing housing stock, 2) Providing housing for special needs populations, 3) Supplying enough new housing to meet the City’s fair share of the region’s need, and 4) Affirmatively furthering fair housing. The 2021-2029 Housing Element has five chapters.

The Zoning Code Update was adopted by City Council on September 9, 2024 and will go into effect on October 9, 2024.
Zoning Code Deemed Complete Procedure
All applications that have been determined by the Planning & Development Department to be complete before October 9, 2024 will be processed in compliance with requirements in effect when the application was accepted as completed. (17.100.020 E)
Building Permit deemed complete requirements:
- Application has been submitted with all required forms, plans, documents and materials as outlined in the Residential Document Submittal Requirements(PDF, 80KB) or Commercial/Industrial Document Submittal Requirements(PDF, 42KB) and accepted as adequate by the Director. (17.500.025 A1).
- All necessary fees and deposits have been paid and accepted. (17.500.025 A2)
Planning Permit deemed complete requirements:
The filing date of any application shall be the date on which the application is deemed complete by the Planning Division, not the date submitted. (17.500.015 D) The applicant shall receive written notification within 30 days of submittal if the application has been deemed incomplete and additional information must be provided. (17.500.025B)
- Except as allowed by State Law for Housing Development Projects, a perspective applicant or agent is required to submit a preliminary project review request with the Division before formal submittal of a project application. (17.500.015 A2)

Mark most recently served as Community Development & Transportation Director for the City of Redwood City, California. He also served as the Community Development Director for the City of Menlo Park. He also has been the Director of Community Development for the Cities of Evanston and Countryside, Illinois; and held various management positions with the City of Chicago.
